CCSD seeks qualified candidates for the position of
Vacancy: GRANT MANAGER
Based in: Beirut, Lebanon or Gaziantep, Turkey or Erbil, Iraqi Kurdistan.

Introduction:
Key responsibilities of this position include set-up and oversight of grant management systems and procedures, ensuring compliance with all donor guidelines and regulations, donor communication and coordination, oversight of donor reporting, oversight of sub-grant awards and supporting staff with project start-up / close-out as well as compliance. This work must ensure that donor expectations are met and that programs are successfully implemented.

The Grant Manager must be flexible and adaptable, responding to needs as they arise while still meeting all deadlines. They also must be capable of creating and running user-friendly systems and must have excellent knowledge of international donor requirements and standards.

CCSD’s budget is currently over $2.5 million, with roughly 5 medium to large grants from international governments and private foundations constituting the majority of income.
CCSD is an independent, non-governmental Syrian non-profit organization with a mission to support and strengthen civil society and democracy and promote the values of freedom, justice and coexistence. CCSD was founded in December 2011 by a group of Syrian civil society activists with the aim of supporting sustainable and long term Syrian-led movements for peace, justice and democracy in Syria. CCSD’s work takes place across the region, including locations Syria, Turkey, Lebanon and Iraq. Nearly 40 percent of CCSD’s more than 80 staff members are women, and women are included at the highest levels of decision-making.
CCSD promotes Syrian-led solutions from the grassroots up by empowering community leaders, both female and male; supporting local conflict resolution efforts; encouraging transparent local governance and citizen engagement; and supporting independent media. CCSD connects grassroots leaders with high level international decision-makers to strengthen the peace process and Syria’s future.

Responsibilities

  • Set-up, dissemination and oversight of grant management systems and procedures.
  • Ensure that project implementation is successful and meets donor requirements and commitments. Help problem-solve obstacles as they arise. Ensure compliance with all relevant donor regulations throughout every department.
  • Serve as key point of contact with donors for management of the grant, including finalizing award documentation with the donor and rapidly responding to requests for information.
  • Support staff, particularly managers in the Finance, Administration and Program Departments, with project start-up and close-out, as well as compliance throughout the project cycle.
  • Support the Finance and Program staff to monitor rate of spending and troubleshoot as needed.
  • Liaise with the Development Department throughout the project cycle, particularly at the start-up and close of projects, as well as facilitate project feedback to the Development Department to help in writing proposals.
  • Work with Finance staff to monitor match reporting when required by donor.
  • Work with Finance and Program staff to ensure expense charges are allowable, allocable and reasonable; and follow up to ensure errors are corrected.
  • Assist with budget planning and monitor monthly budget versus actual expenditures; compile and analyse annual and budget submissions
  • Ensure that donor reporting deadlines are met, and support Monitoring & Evaluation staff and Finance Department staff to produce high quality narrative and financial reports that fully comply with reporting guidelines.
  • Write and edit donor reports and internal management reports on programming.
  • Manage CCSD’s sub-awards, including awarding, amendments, report submission and compliance of the sub-awardees.
  • Maintain all grant files and records in a user-friendly manner.

Qualifications
Ideal candidates for this position will:

  • Have at least 3 years of experience in grant management and at least 5 years of experience of working in administration related to NGOs, preferably with annual budgets over $2 million.
  • Have solid experience with the guidelines, standards and procedures of international donors (including regional organisations such as the EU, governments and foundations) and governments, as well as writing reports to donors.
  • Have expertise in creating, disseminating and maintaining user-friendly systems and procedures for ensuring a smooth work flow.
  • Have work experience in an international environment and with NGOs working in complex situations.
  • Strong experience with ensuring organisations’ compliance with donor guidelines and regulations.
  • Have experience in developing and/or managing program budgets.
  • Have the ability to meet deadlines while following through on multiple projects.
  • Have the ability to speak and write fluently English and Arabic. Especially the ability to write reports in both Arabic and English.
  • Have the ability to travel internationally.
  • Be a friendly and supportive team member with excellent communication skills.

What we offer

Employment may begin as soon as a candidate is hired and continue for a period of up to one year with possible extension for a longer period. Salary will be commensurate with experience, based on a 35-hour work week. The Grant Manager is a member of CCSD’s Development Department will be line managed by the Development Director, based in Beirut, Lebanon. The Grant Manager will work closely with staff throughout the region, and must be comfortable conducting meetings and work remotely. Occasional travel throughout the region may be required.
