CCSD seeks qualified candidates for the position of                         
Vacancy: MONITORING & EVALUATION MANAGER
Based in:  Beirut, Lebanon or Gaziantep, Turkey or Erbil, Iraqi Kurdistan.

Introduction:
Key responsibilities of this position include developing and overseeing the implementation of M&E plans for all programs; developing and refining data collection tools; writing and contributing to donor reports and internal management reports; supervising staff to collect data; data verification and analysis. This work must ensure that programs are successfully implemented and that corrective actions are taken when milestones are not achieved.

The Grant Manager must be flexible and adaptable, responding to needs as they arise while still meeting all deadlines. They also must be capable of creating and running user-friendly systems and must have excellent knowledge of M&E systems and standards.
This position requires the ability to travel internationally and speak/read both English and Arabic.

Responsibilities
This position will supervise three M&E Coordinators. In addition:

  • Develop and oversee the implementation of M&E plans for all programs that satisfy donor requirements and streamline data gathering to ensure that reporting goes efficiently and smoothly.
  • Develop and oversee the implementation of an M&E plan for the organization as a whole, to ensure that CCSD is making progress on our key objectives. Ensure that indicators and targets from each program or donor M&E plan are linked with the overall organizational plan.
  • Develop tools for monitoring and evaluating programs, including digital tools for data collection and analysis. Ensure that all systems are continually streamlined to ensure that they are user friendly, efficient, and linked together.
  • Supervise and build the capacity of staff to ensure that the relevant data is being collected from the field; train and coach staff in data collection and analysis.
  • Conduct direct observation, focus groups and/or key informant interviews when requested or necessary;
  • Analyze and organize data; produce reports (including case studies) with recommendations for corrective actions.
  • Write and contribute to donor reports and internal management reports based on evaluation results.
  • Provide relevant content to the Development Department and Program Directors for the design and preparation of project proposals, donor reports and communications materials (e.g., Annual Report, website, etc.)
  • Compile Lessons Learned from evaluation and ensure that they are disseminated to all relevant stakeholders; ensure that corrective actions are taken to adjust program implementation when necessary.
  • Contribute to completing the archive of all data and information from all M&E activities and continually ensure that it is updated.
  • Maintain all M&E files and records in a user-friendly manner.

Qualifications
Ideal candidates for this position will:

  • Have at least 3 years of experience in M&E and at least 5 years of experience of working in administration related to NGOs, preferably with annual budgets over $2 million.
  • Have solid experience with the M&E related guidelines, standards and procedures of international donors (including regional organisations such as the EU, governments and foundations) and governments, as well as writing reports to donors.
  • Have expertise in creating, disseminating and maintaining user-friendly systems and procedures for ensuring a smooth work flow.
  • Have hands-on data collection and analysis experience as well as experience in designing all aspects of M&E plans.
  • Have work experience in an international environment and with NGOs working in complex situations.
  • Have the ability to meet deadlines while following through on multiple projects.
  • Have the ability to speak and write fluently English and Arabic. Especially the ability to write reports in both Arabic and English.
  • Have the ability to travel internationally.

What we offer
Employment may begin as soon as a candidate is hired and continue for a period of up to one year with possible extension for a longer period. Salary will be commensurate with experience, based on a 35-hour work week. The M&E Manager is a member of CCSD’s Development Department will be line managed by the Development Director, based in Beirut, Lebanon. The M&E Manager will supervise three M&E Coordinators and work closely with staff throughout the region. They must be comfortable conducting meetings and work remotely. Occasional travel throughout the region may be required.
