During decades of dictatorship in Syria, CSOs had no real and effective role in society. They also did not have any effective role in combating corruption, monitoring elections, contributing to the delivery of people’s voices or addressing the needs of society and contributing to the efficient and adequate delivery of services.
A coherent and effective civil society can only be achieved through organizations that are able to organize individuals, and to organize the relationship between society and the state. The development of community leaders will help to establish and develop organizations to become more cohesive, sustainable and transparent.
